Update to IRS Committee

Update to IRS Committee Chair Sue Smith:

 

It has been proposed that the IRS Committee plan some Hill visits at the same time as ACF Tribal Consultation and Grantee Meetings in Arlington, VA November 6-8, 2017.

Committee members Sue Smith and Misty Lowley are attending the ACF Consultation and Grantee meetings.

Committee partners Jerry Sweet and Lisa Kelly Skenandore may be able to attend a Committee meeting and subsequent Hill visits.

Committee member Kent Walden will not be attending.

Committee partner Tish Keahna Kruzan is not approved for travel, but will submit a request.

IF members of the Committee wish to set Hill visits in conjunction with ACF, the following is a proposal for offices to focus on and possible times to go. *Note that at the end of the email I have included some background on the sponsors of the House and Senate bill.

H.R. 3138 was introduced on June 29, 2017, by Representative Kind from Wisconsin, there are 9 cosponsors.  We have met with his staff many times in the past few years and are pleased that our issue has been included in all three of the bills that he has introduced on Tribal Tax issues.

S. 1935 was introduced by Senator Moran from Kansas on October 5, 2017, it is the companion legislation to H.R. 3138, at this time there are no cosponsors.

Based upon Lisa Kelly Skenandore’s report from NCAI and our past experiences with visits, I suggest we focus on Senate Finance as Sen. Moran has no cosponsors at present, also focus on more House Ways and Means participation.  Of note, a slight concern I have is the two of the Republican sponsors on H.R. 3138 are retiring, so I am hopeful they can have a bigger voice on the way out.

A Committee morning meeting is suggested prior to Welcome and Introductions at 9am at the Double Tree Hotel Crystal City.

OCSE will be presenting during the Economic Security session from 10am-11:30 am.
