1. When suggesting that tribal letters of support for regulatory changes on the match and waiver be sent to the Commissioner…
   I believe we should educate our tribal leaders on this issue and demonstrate the stated position of the NATCSD. Then a letter or resolution of our tribal councils would likely follow knowing that it benefits the tribe over all, that it is not just a program concern. And a letter or resolution thus submitted will be “in the spirit of tribal consultation” without it being in the actual confines of regulated tribal consultation.
