Hello Everyone:
I am wrestling with having to do a plan amendment if I want to add a position to our budget this year. The regulations indicate to me that a substantial change in circumstances requires a plan amendment. If you reclassify a job or add a new position what would be amended other than your organization chart and updated job descriptions. I just don’t see this as a substantial change.
Can you give me your thoughts on this please.

You should only need to amend your org chart and describe the new position in your budget narrative. You will no longer need to submit a job description, unless you choose to.
That was my understanding as well. In our Plan amendment work group we argued that having a new position was not a substantial change in circumstances that requires a plan amendment. We also argue that a description in the budget was sufficient and did not require a job description to OCSE. I know OCSE is in the process of changing this right now but I’m not sure how long it will take. OCSE did stated they would like an Organization chart. There is a meeting regarding this below.
